Spill Prevention, Control, and Countermeasures Plans
As a cornerstone of EPA’s strategy to prevent oil spills from reaching the United States waters, the Agency requires that certain facilities develop and implement oil Spill Prevention, Control, and Countermeasure (SPCC) Plans.
The plan combines planning and enforcement measures. The requirement applies to owners or operators of certain facilities that drill, produce, gather, store, process, refine, transfer, distribute or consume oil.
Ecotek has prepared SPCC Plans for over 20 aboveground petroleum storage tank installations.
Ecotek has prepared SPCC Plans for vehicle fuel dispensing, emergency generator installations, boiler fuel supply, and bulk storage terminals.
Ecotek’s SPCC Plans minimize the potential and hazards of spills, and comply with the regulations. Ecotek’s approach is to carefully evaluate the existing installations and procedures, so that existing protective measures - fine-tuned if necessary - are fully utilized. Facility design and operational changes are recommended only if they significantly increase protection from spills.
